SHRI DHARAM VEER MEENA TAKES OVER THE ADDITIONAL CHARGE AS GENERAL MANAGER, WESTERN RAILWAY

Shri Dharam Veer Meena, General Manager of Central Railway, has taken over additional charge as General Manager of Western Railway from Tuesday, 1st July, 2025.

An officer of the 1988 Batch of Indian Railways Service of Signal Engineers (IRSSE), Shri Meena holds a B.E. in Electronics & Communication from M.B.M. Engineering College, Jodhpur, and a Master’s in Law. Since joining Indian Railways in March 1990, he has held key positions across South Eastern, Western, West Central, and Central Railways.

His early roles included Assistant Signal & Telecom Engineer, Shahdol (1992), and senior roles at Bilaspur and Khurda Road. At Western Railway, he played a pivotal role in major Signalling and Multitracking projects such as Viramgam–Samakhiali and Ahmedabad–Mahesana. His leadership saw over one installation per week and the commissioning of India’s first Embedded Block between Vadnagar and Visnagar. He was also a member of the IRSEM Review Committee in 2020.

As PCSTE of West Central Railway, Shri Meena executed KAVACH safety systems over 548 km, including the mega yard at New Katni Junction, and led the national KAVACH Working Group. Since April 2024, as PCSTE of Central Railway, he delivered 88 installations in 126 days, including EIs at CSMT and advanced ABS, BPAC, and LC interlockings. Under his guidance, Central Railway became the first to implement KAVACH across its entire network.

From 2009–2014, he served as Deputy Chief Vigilance Officer, Western Railway, where he developed IRIVINS and earned the Hon’ble Minister of Railways Award in 2013.

Shri Meena has also attended advanced leadership programs at INSEAD (Singapore), ICLIF (Malaysia), and ISB (Hyderabad), contributing to Indian Railways’ vision of global excellence through safety and innovation.
